Governor Mark Carney from the Bank of England to Set New Plans
Carney also happens to be the chairman of the Monetary Policy Committee (MPC) of the BoE, which is responsible for setting the interest rates in order to keep the inflation at low levels. Financial analysts are already making predictions as to how Carney's big announcement on Wednesday will turn out and have come up with five possible outcomes:
The MPC will lean more towards the status quo and will reject forward guidance, which Carney favours.
If forward guidance is seen as a key need, the MPC will only agree if there is a link to raise interest rates.
They will mimic the strategies of the US Federal Reserve and focus on improving unemployment rates.
The MPC will do a variation on improving unemployment with a link to a minimum growth in the GDP.
Worst case scenario: the MPC is prepared to spike interest rates if unemployment fails to improve.
The likelihood of any of these options can go either way, provided that Carney will be able to have thorough discussions with the members of the MPC regarding top issues that the BoE needs to address. George Osborne requested that Carney should review the BoE's remit, which should reflect a maintained inflation rate of 2 per cent. He added that Carney must consider if a broader set of criteria would allow for more active flexibility by the MPC when setting the interest rates.
Regardless of how the MPC will make their decision, Carney intends to make a similar stance with his American contemporary, Ben Bernanke, chairman of the Federal Reserve in the United States, whose actions have significantly saved the US from further economic ruin. Such a move might not be agreeable to some members of the MPE according to several financial analysts closely monitoring the situation, but until Carney's public announcement, such things will remain a speculation until further notice.

Dell’s plans to go private get a little simpler with one investor’s offer withdrawn
Shortly thereafter, activist investor, Carl Icahn, who owns a significant amount of Dell stock, and opposed the plans to go private, made a competing offer which would give Dell an investment infusion of about $2 billion and give shareholders the option to cash out at $15 per share. The company would remain publicly traded, but would also take on a significant amount of debt in the process, a little over $5 billion.
A competing buyout offer was also tendered by private equity firm Blackstone Group. Blackstone offered $25 billion to buy Dell. That worked out to $14.25 per share for those that cashed out. Shareholders that opted to stay in would receive shares “valued in excess of $14.25” and the company would remain publicly traded, albeit closely held by the group assembled by Blackstone. Blackstone’s plan was to remove Michael Dell as CEO after the takeover. Mr. Dell said he would support Blackstone’s offer only if he would remain on as CEO.
That will no longer matter now since Blackstone and its investment partners have taken their offer off the table completely, leaving shareholders one less prospect to consider. Michael Dell currently owns 14% of the company he founded. He wants to take the company private in an effort to better position the company while the PC market adjusts to the era of tablets and mobile devices.

Council plans citywide garage sale
The Gold Coast City Council has agreed to pay $15,000 to take part in Garage Sale Trail 2013, a not-for-profit community initiative held nationally on October 26 to stop unwanted items ending up in landfill.
But the decision to take part was not an easy one, with seven out of 15 councillors yesterday voting against the initiative.
Carrara councillor Bob La Castra labelled the small spend as one of the most ridiculous wastes of money he had seen, while Broadbeach councillor Paul Taylor said it was "absurd".
Those against the decision argued there was no way Gold Coasters could get around to hundreds of garage sales in a day and it would be impossible for sellers to make any profit.
The program involves households, schools, community groups, sporting clubs, charities and businesses registering online.
Profits can be kept or donated to a charity or cause. For the fee, organisers work with the council to provide a registration website, mobile application, national and local media coverage, publicity material and local area maps of listed garage sales.
The success of the 2010 Garage Sale Trail led to it becoming a national event.
Last year 30 local government areas took part, with 150,000 people involved as buyers and sellers Australia-wide.
The average funds raised per household for the Sunshine Coast Council were $400.
Southport councillor Dawn Crichlow said the trail was a good initiative for the Coast. "It's both to get money for the people for their garage sales and get money for charities," Cr Crichlow said.
"We already fund community offices that have street meets with people.
"This is a way of getting streets together to have a once-a-year garage sale. It will stop illegal dumping."
Cr La Castra said claims the initiative reduced waste for landfill were ridiculous.
"I can think of a lot better things to do with $15,000 of ratepayers' money than send this to private organisations that aren't really doing anything of benefit to anyone," he said.
"This isn't going to benefit organisations at all. If we hold them all on the same day people won't be able to get around.
"People will likely, or almost certainly, lose out on revenue."
The event organisers could not be contacted by the Bulletin yesterday.
