Not everyone knows that in Germany it is possible to study for a bachelor's or master's degree for free. According to German regulation, state universities offer free tuition for both German and international students.
Tuition fees are usually charged by private higher education institutions and for postgraduate programmes. Students who exceed the standard period of study by more than four semesters (long-term students) may also be liable to pay tuition fees.
Several years ago general tuition fees were introduced in Germany. In the meantime, however, most German states have abolished tuition fees. Today general tuition fees are charged by state universities of Bavaria, Hamburg and Lower Saxony.
The higher education is free in Berlin, Baden-Württemberg, Hesse, Mecklenburg-West Pommerania, North-Rhine-Westphalia, Saxony, Brenburg and Schleswig-Holstein.
Applying to a German university it is important to know the difference between tuition and semester fees. Despite most federal lands of Germany abolished general tuition fees the universities still charge minimal semester fees which cover administrative costs such as enrolments fees and re-registration fees and also some social charges.
