Obama: Government shutdown won't delay healthcare exchange launch

By Lewis Krauskopf

Fri Sep 27, 2013 6:21pm EDT

n">(Reuters) - President Barack Obama said on Friday that the new state insurance exchanges created by his healthcare reform law will launch as scheduled on Tuesday even if the federal government shuts down due to Republican efforts to defund Obamacare.

The new online health exchanges at the heart of Obama's Affordable Care Act are set to open for enrollment on October 1 after years of political attack, offering subsidized health coverage for millions of uninsured Americans. Conservative lawmakers in Congress are pushing to cut out spending for the healthcare law at the threat of shutting down the government on the same day.

"On Tuesday, about 40 million more Americans will be able to finally buy quality affordable healthcare just like anybody else," Obama said in a speech addressing the potential for a shutdown.

"Those marketplaces will be open for business on Tuesday, no matter what, even if there's a government shutdown. That's a done deal."

Obama's statement confirmed speculation that the exchanges would operate regardless of Congress' actions.

The U.S. Health and Human Services Department, the branch of the government overseeing the law's implementation, released its contingency plan on Friday in the event of a potential shutdown.

The department's Centers for Medicare and Medicaid Services branch "would continue large portions of ACA activities," according to a document on its Website.

That includes coordination between the Medicaid program for low-income Americans and the insurance marketplaces. Insurance rate reviews and assessments of what portion of premium revenue insurance companies spend on medical services would also continue.

The document said that certain funding for healthcare reform was mandatory and "not affected by a hiatus in annual appropriations," such as the ACA Mandatory Program Management and the ACA Implementation Fund.

The Medicare program for the elderly would also "continue largely without disruption," in the short term. States would also have funding for Medicaid.

Regarding other HHS agencies, the Centers for Disease Control and Prevention would continue "minimal support" in the United States and abroad to respond to outbreak investigations, processing lab samples and maintaining an emergency operations center.

The Food and Drug Administration would continue activities to handle emergencies such as high-risk recalls, but "will be unable to support the majority of its food safety, nutrition, and cosmetics activities."

Vermont selects CGI to deliver state health benefit exchange

CGI Group Inc. (NYSE: GIB) (TSX: GIB.A), a leading provider of information technology and business process services, today announced that the State of Vermont has contracted CGI to deliver the technology infrastructure for Vermont Health Connect, the state’s health benefit exchange.

CGI’s technology solution for the new health marketplace will enable individuals, families, and small businesses in Vermont to compare and purchase qualified private health insurance plans. Vermonters can determine eligibility for and enroll in public health insurance plans, as well as access federal tax credits, all at the same time.

Robin Lunge, the Director of Health Care Reform, said, “Currently, CGI is working to build the federal exchange as well as the exchanges in Hawaii, Colorado, and Massachusetts. Our partnership with CGI will ensure that we are learning from other states’ experiences. Basically, we will not be recreating the wheel. Instead, we will take advantage of existing resources to reduce costs and reuse them in a way that works for our state.”

Over the next year, CGI will work with Vermont to leverage and build on technology products and structures it already has in place. In partnership with the State, CGI will deliver an exchange that guides Vermonters through the process of finding health coverage. The Vermont Health Connect technology infrastructure will complement the state’s premium billing process and the Customer Support Center, where Vermonters can call for help related to finding healthcare plans.

“I’m pleased that this is yet another indication that we’re on track to offer Vermonters health coverage—whether public or private—in an accessible, straightforward way. Vermont Health Connect will provide Vermonters with the unique opportunity to make apples-to-apples comparisons of their health coverage options,” said Mark Larson, Commissioner of the Department of Vermont Health Access.

“We are excited to partner with Vermont to build its health insurance marketplace and improve the health benefit selection experience for its citizens,” said Gregg Mossburg, Senior Vice-President, CGI.

ETC: FlightCar offers free airport parking in exchange for renting out your car

Three young entrepreneurs from California have come up with an idea that could earn you free parking at the airport. What's the catch? You let them rent out your car while you're gone.

The start-up, called FlightCar, is the brainchild of three barely out-of-high-school business-minded individuals. The idea is to realize the possible synergy of people arriving for a flight with a car they need to put somewhere, and people arriving on a flight who need to rent a car.

The benefit to the car owner is that his or her vehicle is whisked away from the airport upon their arrival and then given back to them at the curb upon their return, free of charge. The car is cleaned and gassed up to pre-trip levels, and the owner even gets a gas card worth at least $10.

How about the renter? That person, who in this case wouldn't be a renter so much as a member of a car-sharing service (like ZipCar or RelayRides), gets a vehicle to use while in town at a much cheaper rate than a normal rental car. One example given by Boston.com, which published an article on the start-up recently, was a Volkswagen Touareg that FlightCar could rent for $30/day, compared to a BMW SUV from Avis that cost $210/day.

FlightCar is still in its infancy and only operating at the San Francisco International Airport, but that shouldn't dissuade you from participating as either a renter or owner. Each car is covered by a $1,000,000 insurance policy for liability, comprehensive collision and theft, and renters must even meet eligibility requirements. The company also only accepts cars with less than 150,000 miles that are model year 1999 or newer. Plus, the selection looks more interesting than what's offered at your average rental car counter, including a nice 2003 Mercury Marauder that's available to rent next week.
