OR
2. A master`s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR
3. A combination of post high school education and experience that together meet the qualification requirements for this position.

1. At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Teen health program fights obesity, depression

NEW YORK (Reuters Health) - A skills-building program offered as part of high school health classes may help prevent obesity, depression and drinking among teenagers, a new study suggests.

"Our hope is that schools after seeing these outcomes will say, ‘Hey, we want to implement this in our curriculum,'" Bernadette Melnyk, from The Ohio State University in Columbus, told Reuters Health.

"We're talking about 15 hours in a high schooler's education that can have some pretty profound positive (outcomes)."

Melnyk developed the COPE (Creating Opportunities for Personal Empowerment) Healthy Lifestyles TEEN (Thinking, Emotions, Exercise, Nutrition) program, and is the lead author of the new study.

One-third of young people in the U.S. are overweight or obese, she and her team note. Obese teens are at higher risk of depression and are more likely to perform poorly in school.

However, most programs targeting youth obesity don't also address mental health, Melnyk said.

"Unless we change the way that people are thinking, there's less likelihood that any behavioral change is going to sustain," she added.

The COPE program is designed to help teenagers recognize and change irrational and negative thoughts.

"We teach the teens that how they think directly relates to how they feel and how they behave," Melnyk said.

Other components include education on healthy lifestyles, self-esteem building, goal-setting and problem-solving, coping with stress and regulating emotion and behavior. Each of the 15 weekly sessions also includes 20 minutes of walking, dancing or other exercise.

To investigate the effects of the program, the researchers enrolled 14- to 16-year-olds taking health education classes at 11 high schools in the southwestern U.S.

Students at one set of randomly-selected schools participated in the COPE program and others were assigned to a program called Healthy Teens, which focused on topics like road safety and skin care.

In total, 374 teenagers were chosen to take part in COPE and 433 in Healthy Teens.

Immediately after the 15-week program, teens who participated in COPE were taking more steps per day - 13,681 versus 9,619 - based on pedometer readings.

They also had a lower average body mass index, a measure of weight in relation to height, than their peers who participated in Healthy Teens. The effect was small, however - equivalent to about a one-pound difference in weight.

Thirteen percent of the students in COPE reported having had at least one alcoholic drink in the past month, versus 20 percent of those enrolled in Healthy Teens.

Six months later, the proportion of teens that were overweight had fallen in the COPE group - from 44 percent before the program to 41 percent after. The opposite trend was seen among the Healthy Teens group, the researchers wrote in the American Journal of Preventive Medicine.

According to the students, the most helpful aspects of the program were the sections on stress and coping and nutrition and exercise.

Deborah Gonzalez was working as the assistant superintendent at one of the school districts included in the study. She has since joined ASU Preparatory Academies in Tempe, Arizona, as chief academic officer, and has helped the school expand COPE into a year-long program.

"We've been using it now for the past three years as a required course for all freshmen," Gonzalez told Reuters Health.

"The anecdotal feedback that we get from the students is that they are much more aware and conscious of being healthy and making healthy choices."

Gonzalez said teachers have also observed that students have more positive attitudes after taking part in the course.

"It's less about not being negative in their thinking and more about being empowered," she added.

"They truly feel like they can come up with solutions to problems, and they can be the people who positively and proactively decide what's going to happen ... they see themselves as students who are smart and capable and students who can help one another."

Congress moves toward extending worldwide anti-AIDS program

WASHINGTON (Reuters) - Senior U.S. lawmakers introduced legislation in the Senate and House of Representatives on Wednesday to extend for another decade a successful and popular program to combat AIDS worldwide launched 10 years ago by former President George W. Bush.

The bills feature several provisions to increase oversight of the President's Emergency Plan for AIDS Relief, known as PEPFAR, due to expire on September 30.

The widely praised program is considered a catalyst for advancing HIV treatment, particularly in Africa. It supports more than 5 million people worldwide who are receiving anti-retroviral drugs.

The measures were introduced by Senators Robert Menendez, Democratic chairman of the Senate Foreign Relations Committee, and Bob Corker, its top Republican; and Representative Eliot Engel, the ranking Democrat on the House Foreign Affairs Committee, and Ed Royce, the panel's Republican chairman.

The new legislation does not include appropriations for the program, which are handled separately. But congressional aides noted PEPFAR enjoys wide support from both parties and said they expected it would be funded.

President Barack Obama's fiscal 2014 budget request included $6 billion for global HIV/AIDS assistance, including $4 billion annually for PEPFAR. The House and Senate's proposed 2014 appropriations bills matched that amount.

Advocates said they welcomed the legislation.

"It's an important signal of recommitment to the PEPFAR program on the part of Congress," Chris Collins, vice president and director of public policy at AmfAR, the Foundation for AIDS Research, told Reuters.

Congress last reauthorized the program in 2008, eliminating a requirement that one-third of all money for HIV prevention be spent on abstinence-only education.

PEPFAR funding has fallen 12 percent since 2010. Critics have accused Obama, a Democrat, of failing to show the same level of commitment to fighting AIDS as his Republican predecessor, Bush, who poured $15 billion into the program to combat AIDS worldwide.

Obama has argued that his administration has expanded the program's scope without increasing spending.

I'm glad I bought my z10 when I did but I hate I missed the opportunity to get an extra $100 off. Hope they add a way to hook up the initial buyers. Either way I'm happy I own my Z and looking forward to 10.1.

Glad to see ATT "supporting" Blackberry, but there are, usually, better places to sell/trade in your smartphone... For example, I sold my Galaxy S3 to Technollo and received a check for $265.00. Bought a Z10 and had some "walking around money".

Could not have been easier... as a matter of fact the folks at my ATT store introduced me to Full Circle Wireless a few years ago - where I sold a couple of phones as well.

On a "totally unrelated note".... I "sideloaded" Skype from a goodereader bar file using Google Chrome attachment (as learned from Crackberry article yesterday) and it worked perfectly.

Can't wait to get the "Native" version of Skype on my Z 10 after it comes on Q 10 with BB 10.1.

There is something people are missing. If you get your Z10 from ATT, you can't get a Q10 for 149$. Because you qualify for the 249$ only if you are eligible for a contract renewal. So if you had gotten the Z10 from ATT, that would have already started a new contract and ATT would not let you get any device at a discounted price for 2 years. You will have to wait at least 6 months to qualify for way they call early upgrade which is about 200$ more than the discounted price.
So the Q10, six month after your Z10 purchase, would cost you 449$. So it will be 349$ at that moment if they still have that offer (limited).

This offer is for ATT customers who qualify for a device upgrade, ie. they haven't gotten a new phone in the last two years. And then they will get the Q10 for 149$ plus giving a smartphone like iPhone 4s.

I think you can sell a 4s on ebay for 300$+ specially if it's unlocked, and you can walk to ATT buy the Q10 and not have any money coming out of your pocket, where if you follow this offer, then 150 comes from your pocket and it is your phone.

If you have an iPhone 5, forget it, because it has been out for less than a year, so you are still in the two years contract. Even the 4s, most likely you will still be in the 2 years contracts.

Maybe if you have a 3gs or any Android brick that is about two years old? Then you can try the offer, but again the 149$ comes from your pocket and ebay can give you about 250 on those old phones specially if you know how to unlocked them.

I just think when there is something good like this, there is always a catch. And now you know the catch.... hope this helps

+1 Always a catch with carriers. Verizon had a recycle program that recently ended and wanted to give me I think $12 for my 3 year old Storm 2. Better off just finding a friend/family member that needs a smartphone and give it to them.

Oh man, I just came from Rogers store they had q10 behind the counter and the girl let me play with it. Shit its awesome. I have the Z10 already but want to get the Q10 badly.

Best buy USA gave me near $190 for my 9900 when I bought my z10, so shopping around is good. But my girlfriend has a inspire hd that is worth $31 at radio shack

You'll get 200 plus dollars if you sell on graigs list or Kijiji - prolly way more if it's in good shape and comes with accessories - there's plenty of people out there that don't want contracts.
